The `libgdal-java` binary package is no longer built since `gdal
(3.1.0~rc1+dfsg-1~exp1)` because it prevented building gdal and its
reverse dependencies on architectures for which Java is not available
([https://bugs.debian.org/947960 Debian Bug #947960 - gdal: Doesn't build
on ports without java]).
