Rob, looks like your yum does look at the OSCAR local repo.
Can you try to remove /tftpboot/oscar/fc-5-i386/{repocache,repodata} and then
regenerate the repodata by running "createrepo /tftpboot/oscar/fc-5-i386"?
And then try to do the yume / yum test again?
