*Required Skills:*
This position requires a Senior Project/Program Manager who has significant 
experience and a successful track record of implementing large scale IT 
COTS solutions to distributed users across a large public or private sector 
organization. The selected candidate will manage the implementation of the 
Commonwealth of MA’s first automated Recruiting System (HireNow!), working 
closely with the Human Resources Division and the Administration and 
Finance IT group of the Commonwealth’s Executive Office. Specific skills 
required include:
­   Proven ability to successfully lead large/complex IT projects ($5+ 
Million) across the entire design, development, testing, training and 
rollout lifecycle.  
­   Experience implementation an eRecruiting COTS platform, preferably 
Oracle Taleo
­   PMO and IT Governance methodology, tools, reports and best practices 
for large IT projects
­   Significant experience and proficiency interacting with business 
sponsors, stakeholders, users to ensure that business requirements are 
satisfied and business value is delivered by the project
­   Ability to lead diverse multi-functional teams to successful outcomes
­   Excellent at managing scope, budget and timelines and being accountable 
for all related activities
­   Ability to steer and influence IT decisions and lead collaboration and 
problem-solving processes at a senior executive level as well as hands-on 
management and mentoring of junior team members
­   Strong communication and documentation skills, ability to communicate 
and interact at executive and junior levels
­   Excellent problem solver with the ability to keep many driving factors 
and requirements in focus
