It's a first for me to think about this for such a registry field.
It's IANA web site content only.

I am unaware of any IANA policy here; I assume they would be happy with
UTF-8, particularly for people's name, but maybe not all of UTF-8.

Like maybe:
("The ʎɐɹq Link Type can be used when performing network capture, tag and
release of any of the ʎɐɹq family photographers.
It has also been used when collecting East-Coast ǝzɐlq photographers, but
only when in possession of a black and white film camera, near historic
landmarks...")

I imagine they wouldn't want a field full of emoji.
There are designated experts who would reject that.

In this document, the only content that winds up on the wire is the 16-bit
linktype.  Is that part unclear?
