With the OPSAWG chairs and responsible AD Mahesh, we have been discussing a way
to make progress on draft-ietf-opsawg-oam-characterization, starting by
defusing a situation, which we believe went way too far beyond technical
arguments.

We have decided to hand over the document shepherd role to one of the OPSAWG
chairs: Benoît. Benoît will continue the reaching out that Greg began to IPPM,
DetNet (and others such as MPLS, SPRING, BIER, when/if appropriate) to solicit
more conversation from the interested working groups. To that end, we will
also look to get this draft on the presentation agendas for these working
groups at IETF 122.

We wanted to take a moment to thank Greg Mirsky for all his hard work as the
document shepherd for draft-ietf-opsawg-oam-characterization. Your expertise in
OAM is incredibly valuable, and we appreciate the guidance you've provided so
far.

Because this document is intended for BCP, we do not take the need for broad
consensus lightly. Ultimately, our goal is to gather as much feedback as
possible before making a call as to whether to seek publication. Regarding the
current document status, even if one WGLC is finished, we obviously foresee a
second WGLC. And let's not forget that IETF LC is specifically targeted for
this type of documents, with cross-WG, cross-area goals.

Joe, Benoît and Mahesh
