Most of the well-known OPNFV milestones can be achieved by linters, unit tests and fonctional gates (see Functest). I would encourage a release management focusing on Jenkins rather than on JIRA. If we do create JIRA tickets for any non technical reasons, I would encourage to create a specific release management project rather than tickets per projects. The JIRA ticket/task per each project shoud rather be end user driven.
