The discussion hints at a problem that the current proposal in the red-lined TSC charter doc has: The charter refers to a wiki page that anyone with an LF account ID is free to edit (remember the early days, where we had folks “changing” the content of project proposals post the project approval..)
IMHO we should use the contents of the wiki https://wiki.opnfv.org/display/DEV/Community+Election+Procedure to create a pdf document which would then be posted on opnfv.org. The new text was heavily borrowed from OpenDaylight's Charter<https://www.opendaylight.org/wp-content/uploads/sites/14/2018/01/ODL-Technical-Charter-LF-Projects-LLC-FINAL.pdf> as they already migrated to a merit-based TSC. The details on size, eligibility, election timing, etc. will be updated on the wiki if/when community decides to make any tweaks. Please let me know if you have any questions/feedback.
