Hi Tim,

Yes, lately sfc test case has been focusing on making the test work on Fuel and 
we might have missed Apex support in the latest patches (adding Manuel and 
Georgios who are doing a great work in that area). We'll work on making it 
installer agnostic for Colorado 3.0 if we can. If you want to save resources, 
the scenario can be deactivated for Apex until we fix that. Another solution is 
to disable the test case for that scenario.

It looks like in prepare_odl_sfc.py is only for Fuel to do some presetup.  Is 
that correct?
