There is an option (from Sphinx 1.3) that we may need to set to TRUE to enable figure numbering:
numfig If true, figures, tables and code-blocks are automatically numbered if they have a caption. At same time, the numref role is enabled. For now, it works only with the HTML builder and LaTeX builder. Default is False. Note LaTeX builder always assign numbers whether this option is enabled or not. New in version 1.3.
