I think a proper ballot shall have 3 options:

-          Candidate: Yes (+1)

-          Candidate: No (-1)

-          Candidate: Abstain (0)

This ensures procedural impartiality.

My understanding of current ballot is:

-          Yes (1st) and No (2nd): means Yes

-          No (1st) and Yes (2nd): means No

-          Yes (2nd) and No (2nd): it is default value, and means Abstain

And if we want to change to a new ballot, we need to ensure those 3 options 
(+1, 0, -1) are still there.

Regarding Uli’s question regarding what if majority votes “No”, I don’t worry 
about it. I personally believe that “Yes” would be majority. Everything would 
be fine.

Even if in the unlikely and theoretical event that majority votes “No”, it only 
means the vacancy is not filled up. It doesn’t impact Board’s regular 
operation. And no impact on community’s regular activity, including D release 
and future release.

In Silicon Valley, many startups are incorporated in Delaware. And it is very 
common that there are vacancies in their Board. They operated normally, and 
many went IPO.

In this case, result is not important. Procedural impartiality is the key to 
the success of community.

I don't think only including one option (i.e. "yes") in the ballot would be 
appropriate, and I had similar (yes/no) ballots for other "uncontested" 
elections in OPNFV.

I actually started the voting process a day early.  Would people feel better if 
I re-do the ballot with "Chris Price" and "Abstain" as two options?  As of 
right now, 19 people voted...

Yes, maybe in future elections with only one nominee that'd (candidate & 
abstain) be a way to go.  Thanks for the feedback.

Unfortunately, selection by acclamation wasn't an option for OPNFV based on the 
Bylaws and the Delaware Corporation Law (where OPNFV is incorporated).  Had to 
spend a lot of time with outside councils on this topic a few months ago....
