Hi Prakash, Announcing to the lists is a good way of getting community feedback and establishing awareness of the project proposal. It is non-binding to list a proposal, if you decide that you do not want to pursue the proposal at a later time you simply remove the proposal.
I suggest informing the community and TSC about the proposal according to the checklist.
