The sender domain has a DMARC Reject/Quarantine policy which disallows
sending mailing list messages using the original "From" header.

To mitigate this problem, the original message has been wrapped
automatically by the mailing list software.

qualcommax/ipq60xx is explicitly marked as source-only and intentionally
not built on the buildbots, yet:

AFAIK the major reason for that is the current state of the wireless
firmware for ath11k not playing nice with the (typically older) BDF
definitions for its devices.

It won't be part of the next release, until this is resolved and the 
source-only flag gets removed - pending a new (and official, not via 
third parties) wireless firmware release from QCA.
