For QCA953x, this should be 0x180600b0 (if bit 7 is set then you have
device mode).
GPIO13 is not connected according to ZBT.
not much i can do about that.
I'm not sure about default (internal) values.
Maybe keeping that I/O floating is the reason.

You should first double check bootstrap configuration on your board.
For host mode, GPIO13 should be pulled down.
