It is not true. My 3372h may need PIN. It is on me if I disable PIN verification in modem webif. Only problem is that it is not universal - I need send http POST request to webif to unlock SIM, instead AT cmd. So maybe someone implement unlocking hilink modems on every start - so we need PIN.
