Did you ever find any conclusions on this? By my estimation,
procd_add_reload_interface_trigger only triggers if a particular interface
is modified or removed via uci but state changes don't trigger that. If
that's the case, the init.d script in igmpproxy might be helpful. It's
viewable at
https://dev.openwrt.org/browser/trunk/package/network/services/igmpproxy/files/igmpproxy.init

If you do find any conclusions, please report them back to the group. I'd
love to hear the answer!
