My effective approach was to edit package/mac80211/files/lib/wifi/mac80211.sh directly. Propably you prefer or also need to use package/base-files/files/lib/functions/uci-defaults.sh but than don't overlook that its target/linux/ar71xx/base-files/etc/defconfig/wndr3700 for network config of this particular device (only).
But like Felix said, /etc/uci-defaults should be able to do all you need too, don't understand why you think that gets messy?
