nbd pointed out that the patch jow and I cooked up treated ieee80211d as a per-vif setting, but hostapd deals with it globally. While each vif can theoretically have its own setting, hostapd doesn't currently work this way. This was a problem with the existing ieee80211d UCI parameter as well. This patch removes the old per-vif ieee80211d setting and moves it onto the device, renaming (and replacing) the country_ie setting added in r26765.
