The FCC is quite capable of enforcing the limits. e.g., see <http://www.fcc.gov/eb/Orders/2011/DA-11-273A1.html>, which says, in part: [quote] We conclude that Utah Broadband is apparently liable for a forfeiture in the amount of twenty five thousand dollars ($25,000).
