Please find the *real* problem not just the symptom if you want your
patches committed.  In this case it is clear that libusb-1.0 does not
depend on opkg for linking or any such.  One possibility is that
libusb is also in tools for some strange reason, in which case it
shouldn't use the same Makefile as the package, which requires opkg in
order to package the file.

Make libusb-1.0 depend on opkg is clearly not the correct fix - that
just covers up the real problem.

A trivial patch is not necessarily a correct patch.
