Do you mean that gettext isn't expected to be supported in openwrt? I can hardly believe if is this possible due to a lot of open-source software out there depending on gettext. Looks like the only way to achieve gettext-free build is to provide openwrt-own stub gettext drop-in implementation which is a very hard and complex task.
