Maybe i'm messed up on this, but with the
/etc/hotplug.d/usb/20-modeswitch and the 1.1.4 version, I'd get
incomplete success, and occasional duplicate events by hotplug and
udevd.  It would eventually sort it out, but this setup is about 50%
faster for the modem to become available. (17s vs 43s)  The new 1.1.4
versions datafiles call a RUN+="usb-modeswitch" which needs to live in
the /lib/udev dir.   The old Makefile didn't move the .sh in the 1.1.4
tree there, and didn't move the usb-modeswitch.tcl to the  /usr/sbin
dir, causing udevd to not find the .sh wrapper when a rule matched.
I suppose we need one or the other, but I had cleaner cold/warm events
with this setup and thought it was needed.
