Based on discussion, for block-mount:

* I have changed the references to /etc/fstab to point to /tmp/fstab
(which is what is currently defined as the symlink from /etc/fstab).
* I have removed the commented out code for the anonymous fsck
functions, because they won't work until blkid returns fstype of block
devices.

for block-extroot:

* rootfs mount target is /overlay, which merges with the oldroot to
become /
* oldroot is always named /rom
* we make sure that boot / (which becomes /rom) is mounted read-only
* we add the move so that overlay is from /rom/overlay to /overlay
during fopivot.
