I believe I you ask about two aspect of OpenWrt,

1. How is OpenWrt organized and how does it "work"?
A lot of this has been un-written, but the basic principle is that the
structure is flat and centered on active participation on irc etc.
OpenWrt is currently finalizing the last "paperwork" in terms of
becoming a non-profit entity (through joining SPI-inc), so a set of
governing rules, charter and so forth is being produced. The present
drafts are available via the link below (and everyone is invited to
comment on these and help finish the result):

2. How to take part in the development, and how to become an OpenWrt
developer?
Again, the direction to walk down, is to participate. A good direction
is to start maintaining a package, discuss issues on irc #openwrt-devel etc.

Another part is the OpenWrt documentation, and as it has already been
mentioned the basis for a new wiki is in production, and more on this
will soon the available.
