A lot of this has been un-written, but the basic principle is that the structure is flat and centered on active participation on irc etc. OpenWrt is currently finalizing the last "paperwork" in terms of becoming a non-profit entity (through joining SPI-inc), so a set of governing rules, charter and so forth is being produced. How to take part in the development, and how to become an OpenWrt developer? Again, the direction to walk down, is to participate.
