Thanks for the info.  I have enabled everything I can think of for the
ixp4xx platform:

CONFIG_GENERIC_GPIO=y
CONFIG_INPUT_GPIO_BUTTONS=m
CONFIG_I2C_GPIO=y
CONFIG_GPIO_DEVICE=y
CONFIG_LEDS_GPIO=y

I would think that I would see a /dev/gpio now as I was in 2.6.23 but I
do not, I would go back but I need the kendin switch support that got
integrated into the 2.6.25 kernel for my avila boards.  Are there any
other settings that I am missing to get that support back?
