Hello,
My OpenVPN server has two NICs and both of them are connected to the Internet, 
but Linux only activates one of them at the same time. For example:

As you see, only one of them is connected to the Internet.

This is NOT related to OpenVPN,
But a peculiarity of your Linux machine and it’s configuration.

You better ask this question on the mailing list of your Linux distribution.

Two nics connected to internet shouldn’t be a problem. However, most are having 
multiple public IP-address presented & reachable from internet. You don’t need 
separate nics for that.

But more over: what are you trying to achieve with two nics connected to the 
internet?
Redundancy? Your single machine will be a spof.
Bandwidth? Most nics can handle 1Gbps easily, and there are even 5 or 10 gbps 
nics.
