(I don't use this feature personally, but based on my reading of the .service file:) Assuming your setup has the two files /etc/openvpn/server/server.conf and /etc/openvpn/server/serverlocal.conf (and that the openvpn-server@.service file on your system is not too different than the one in the Focal package)... then yes, the openvpn-server@.service covers both of your service instances. Basically when you try to start the "openvpn-server@serverlocal" service, systemd uses the "openvpn-server@.service" file with a parameter of "serverlocal" (which is then substituted in for the "%i" specifier within the .service file). (You can read more about this functionality by searching for the word "template" in the systemd.unit man page....)
