In p2p mode, I do not think think it will make any difference - since
there is never a "restart event" inside OpenVPN, there is nothing to
persist here, and nothing to reopen which would fail permissions.

But yeah, logs :-)  - "verb 4", and see if anything interesting shows up
(or even "verb 5" to see incoming/outgoing packets from OpenVPN's pov).
