That depends on what you mean by "unreliable".

What Gregory already said: IP transport is by nature "unreliable", so
upper layer protocols have learnt to deal with it - audio streaming over UDP
will just have a short noise burst, important data over TCP will retransmit
if the lower layer loses a packet.

In other words, OpenVPN (over UDP) is about as "reliable" or "unreliable" 
as sending your UDP or TCP packets over non-VPN IP.
