No.  The IPv4 code in openvpn wants an IP address as "gateway on the
other side of the tun".  There is no technical reason, it's just "the
way it was implemented years ago".

It shouldn't be a problem, though - if you use "topology p2p" (which
will not work on windows!), openvpn will be happy to use the server's
tun ip as remote endpoint, not requiring a subnet.
