It's a warning from Android that an application is trying to use the
VPN API (and thus able to steal and sniff traffic from other apps).
From within OpenVPN there is no way to disable this message.

Not sure whether it can be disabled then. One certainly could build a
custom ROM that doesn't have the message, but that would be a bit too
much work...
