which version of OpenVPN are you using?
I've read the 2.3.6 codebase which leads me to believe you could try 
increasing the number of broadcast buffers, using
   bcast-buffers 1024

but it does not make sense to me why you'd be depleting your bcast 
buffers while doing an FTP transfer ...
