"Stock Android" (non-rooted) with "normal" OpenVPN for Android won't work,
as the tethering connection will not use the OpenVPN interface.

OTOH, "CyanogenMod with rooted OpenVPN, using tun/tap directly and
not the VPN API" might indeed work.
