You will need to check the log files why it is not starting, and to ensure
that "service openvpn (re)start" is actually *starting* both openvpn 
configs - what this does depends on your operating system / distribution,
and is not really an OpenVPN question.

Test your configs by running them by hand

 # openvpn --config config1.conf --verb 3
 # openvpn --config config2.conf --verb 3

(in two different windows) and see whether it works or not, and if not,
and if it does, come back with the log :-) - if it works, figure out how
to make "service openvpn start" start both jobs.
