Sounds like it.  Could you file a bug to that extent in our trac on
community.openvpn.net?  I'm not promising anything(*), but that way it
at least won't get lost.

(*) not developing on windows, *and* already not having enough time for 
those areas inside OpenVPN that I directly feel responsible for :(
