AFAIK, this works only if TCP keepalive enabled, which depends on the OS 
or keepalive on the application layer (like OpenVPN's --ping option).

If you use the "hammer", the machine is not able to send a TCP FIN, and, 
unless the server sends a "ping", it will not detect that the TCP 
connection is already gone.
