This is really off-topic ... but OpenSSH supports LDAP.  This might be
what you're looking for?

For public SSH host keys, used for fingerprint checking, it's possible
to do that using special DNS records.  This avoids the "do you trust
this finger print?" questions.

Other than that, I've not really heard about any key management tools
for SSH keys.  Maybe there's some commercial solutions, but I primarily
only look at open source products and ignore most of the commercial ones.
