Those are good guidelines, but we should not set them in stone (read: if a subject line is clear and concise and needs 63 characters, that is more welcome than something cryptic in 49 characters). To find the actual "aim for this" number for the Subject: line, I'd go through our recent commits, look at Subject: lines that look reasonable and just measure what we've been using.
