Agreed.  The mentoring is indeed the most challenging aspect of GSoC.

I'd say it differently.  If a potential candidate have a clearly defined
project, that will help make it reasonable to look for mentor resources.
 But it needs to be something very concrete.

Agreed.  This is indeed a NetworkManager project.  The
NetworkManager-openvpn plugin is developed and maintained by the
NetworkManager team.
