Is Grub supposed to boot Windows, or is Grub supposed to boot some
theoretical ideal Windows-like thing, but not actually work reliably
for Windows in the real world?

I assert that it should be the latter, and thus this is by *definition*
a bug in Grub. At least until it's been properly analysed and shown
that Grub *can't* possibly work around it. And even then, there'd be a
bug with that analysis and a 'WONTFIX' conclusion.
