OpenVPN runs under OpenWRT, which is designed for minimal devices.
I suppose it depends on how minimal.
  
As minimal as possible really - it will run in "client" mode only and 
will connect to a central server, using either the keypad or a usb 
smartcard token to log in (that needs to be decided and depends on 
whether it would be possible to use feature in openvpn when deployed).
