That sounds less than open and engaged with the community.  
Wouldn't it be better to simply
ban people if there is a problem? (If you have enough
attendees you'll have to resort to that strategy anyway.)

There are irc channels with plenty of attendees (#debian
on freenode has 946 as I write) and they manage to keep
the conversation civil(ish), on-topic, and productive.

Isn't "I might want to contribute something." reason enough
to ask for +v?  If so then would seem to be no point
in asking for pre-registration. it would simply be a way 
to reduce the number of contributing attendees.
