OK, low-tech, but... When I used to package OpenVPN for Portable Apps, I used to just install openvpn, and pluck what I wanted out of the Program Files\OpenVPN directory.
I probably should have gone that route. Alas, I now have a working build environment. ;-) The good part about this is that the binaries and whatnot are all in the right place so that the supplied nsis config works to build the installer. I've got something to start from. The bad part is that no matter the approach I'm stuck having to use a Windows box. I don't trust 'em. They most likely know it too and that's why I have a hard time every time I touch one, no matter how simple the task. Good suggestion though.
