No. Scripts are well-documented under the "SCRIPTING AND ENVIRONMENTAL VARIABLES" section of the man page.
A specific format or language for writing scripts is not provided, because OpenVPN does not specify or include one: whichever scripting language is appropriate to your platform, skillset and other needs may be used.
OpenVPN's documentation describes in detail how to use OpenVPN. It does not cover generic routing and firewalling (or writing shell scripts, other than the interface between those scripts and OpenVPN proper) any more than the documentation for a tractor describes how to grow corn.
