I dropped the configs table and reloaded it but the error persisted. I
dropped the table and ran the --get-users command and that worked so I
tried to start the openvas manager service and it started properly and 
I could log in. More interesting is that the configs table was recreated 
by something and all my tasks were back in the table. Odd.
