I have no PDF generation issues with OpenVAS 9 on Ubuntu 16.04.02 LTS. The email function within an alert to send the PDF is also working ok for me.

I ran a full, deep scan and though the bookmarks were accurate, the content displayed in the PDF pages was either blank or rendered with broken lines and colored rectangles. I confirmed I have 'texlive-latex-extra --no-install-recommends' since I am running this on Ubuntu Xenial.
