To follow up with the resolution….

In this case, it was a firewall rule causing the issue.

I also located that configuration, and on CentOS it is at
/etc/sysconfig/gsad

Sounds like you are telling gsad to listen on 127.0.0.1 instead of 0.0.0.0 (I don't have a CentOS system so I'm not sure where those startscripts store that config).
Either that or you have a firewall in front of port 9392.
