It really was Apache configuration.

I had to free access to the / usr / bin / directory in the /etc/apache2/apache.conf file

But anyway, I type the login and password and do not log in.

And I can not even see logs.

first thought, sounds like apache-config is blocking the access.

Check your apache(2)/sites-enabled/
