It’s hard-wired, but if you are halfway comfortable with Python, it should be fairly easy.
The HTTP notifier code is in .../aodh/notifier/rest.py. The HTTP request body is built at https://git.openstack.org/cgit/openstack/aodh/tree/aodh/notifier/rest.py#n75.
