Hi,

The issue has been resolved, it was a configuration issue, need to check
your dashboard configuration.
This issue occurs because vm configuration was not proper.
In the dashboard flavor we have select the RAM 2MB, that's what vm was not
booting up. Just change it to 2GB it works.
