I was in your shoes some time ago with normal VMs (not ironic) but I
guess the same logic applies.
What worked for me is:
nova-manage project quota_usage_refresh --project <project_ID> --user
<user_ID>
Essentially the difference is that I have used the ID instead of the
name and I have also added the user who spawned the VM.

Hi,
My nova quota is not refreshing and I think this is related
https://bugs.launchpad.net/nova/+bug/1668267. I recently started
using
ironic for baremetal deployment but my first attempt failed and now
nova thinks I am still using those resources, I deleted the
node/server but that didn't help. I also tried nova-manage project
quota_usage_refresh -project but still no luck.
Is there a way to force nova to recalculate the quota usage?
